Move API code to separate repo

This removes the API code that now lives in certtools/intelmq-api and makes a package that only contains the static files.

• Move API code files out of the repository
• Build the html files when creating the source distribution
• Add a pyproject.toml to define build dependencies
• Add a simple init.py for intelmq_manager
