For isolation by distance taxa - for each cluster, calculate distance to the next nearest cluster

If there is another cluster within a reasonable distance, there is likely to still be occasional gene flow that will partly offset genetic decline. This avoids the hard cut-off problem where two clusters are separated by just over the DBSCAN distance.
