DR2 should be able to easily change from metric units to imperial.  A
parameter in the GUI should be included somewhere which allows the user to
turn on this option.

The proper command needs to also be found in the DATCOM manual and included
in the input file which takes into account the metric system.  Default
system right now is always imperial.

This will need to be implemented in parallel with the XML table headers, 
because they 
largely depend on the units (imperial/metric).
