"PROGEDO: Sciences Po" endpoint is unavailable #670

The "PROGEDO: Sciences Po", located at https://explore.cdsp.sciences-po.fr/oai/request, endpoint appears to be unavailable. This page is shown when attempting to access the endpoint.

This is not the endpoint that is currently displayed in the CDC UI as it was only configured to harvest DDI 3.2 metadata. It was a test endpoint for EQB metadata.
