Drop CV notes from Edit TL pop-up

When a TL admin is creating a new TL version and click on ‘Edit TL xx’ button, the pop-up that opens also contains a field for CV notes.

Action required: remove the ‘CV notes’ field from the TL editing pop-up.

Reason for change:

• The field should be edited using ‘Edit’ button (existing) where amendments can be done without having to create a new TL version. Amendments in notes do not affect versioning.
• The Change type list does not include changes to the notes.
• The field is not in the SL editing pop-up.

A similar though not exactly the same problem affects the Translating agency information which should also be used only through the ‘Edit’ button (currently not existing, see issue #262), and should not be in the pop-up or in the Change types list. Translation agency information changes do not affect versioning, either.

@‌dolinarm If I got it right, we need to remove the Notes section from the Edit SL/TL part (actually we already had there Edit Notes button for SL and TL as well), but I will leave it in the “Add CV” form as it is?
