Not all catValues have labels attached, should not be mandatory

please find attached to this message the FSD's feedback on the EQB DDI 2.5 profile. It includes general comments about the profile as well as information about FSD's capability to produce "EQB valid" DDI 2.5 metadata.

Issue still valid, there are situations when category value does not have label e.g. 1 "Agree" 2 3 "Neither agree nor disagree" 4 5 "Disagree"
