Integrate into the sqlalchemy-utils package #27

Hi, apologies for the late response. We would be open to the change (either adding them to sqlalchemy-utils itself or the typeshed repo). Unfortunately we cannot spare the developer time to take care of these, but if anyone has time they have our permission to migrate the stubs (to either the official repo or the typeshed one). Just give us a heads-up so we can archive this repository and the PyPI package.

Also keep in mind that this is very much a partial stub module (covers some 15-20% of the library) and that the stubs might also be slightly out of date (for anything that has changed since they were originally written), so some cleanup would probably be needed before they're migrated.
