Improve crappy and buggy implementation of the `ModuleInfoReader` for JS files #92

As found while investigating ceylon/ceylon-compiler#1669 the implementation of the ModuleInfoReader for JS files just isn't maintainable. We should move the official code in the JS compiler to the CMR and use that instead.
