support OTR over SIP SIMPLE #2

Since empathy/telepathy devs failed miserably to deliver secure chat, it would be great if some gnome application could do that. Besides this will give us vala bindings to libotr which will be very useful by itself.

I'm truly sorrow because of my late reply. I really suck as maintainer.

Until now I'm aware of the SIMPLE protocol[1]. And yes, I agree on adding OTR above it would be a great feature. But gphone doesn't support SIMPLE, though Opal does, and I don't see myself adding it.

If you want to use OTR, as far as I know, Pidgin supports it well.
