In an mstsc RDP session, USB Device attached through USBIP.exe are accessible only within that RDP session, and are denied when other sessions, including the console session, attempt to access the device. The behavior is similar to the USB redirection feature of RemoteFX.

WTS support is a future work. I'll close but discuss again later.
