Add support for ARM64 build

Changes:

Add ARM64 Release/Debug build configurations.
Modify build configuration specific to ARM64 to use 10VB$(DDKPlatform) as a param to GenCat since 10_ARM64 is not a valid param to inf2cat, but 10_VB_ARM64 is recognized. I did not change the behavior of other builds, although 10_VB_X64/10_VB_X86 are legal.
Cleaned up Release/Debug directory paths for ARM64 to match what's used in x86 builds.
Smoke tested on a Windows-on-ARM device, appears to work (at least, I could remote a USB flash drive from the ARM system to an x86 system).
