Fix installation from source dist by including requirements.txt #319

Right now, tile-generator is not installable from sdist, as setup.py tries to read requirements.txt, but that file is not included. This PR fixes the issue.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.
