Promote projects to clinical #334

Richard H. asked for these projects to be displayed in clinical mode.

HCV-WG2 (NS3, 5a, and 5b) - this is the regular HCV project, mark all the other regions as ignored when #361 is finished
HCV-Midi
HIV-PRI - new project with PR, RT, and INT (mark HIV-gag as ignored)
HIV-V3LOOP
HIV-GP41 - new project with GP41
HLA
HCV-NS5a

I'm pushing this to the next release, because it depends on issue #361, a bigger change than we planned on. We could mark some projects as clinical before that feature is done, but then contamination columns would be hidden. Issue #362 includes a feature to display off-target regions that cause a failure, so I think that should be finished before we make this change.
