Allow administrator to see progress of tasks #14

At current interface, the admin cannot see the progress of the tasks, unless they give themselves permission to the task and log in as normal user

There'll be a new "overview" page for admins, also including inter-annotator agreement scores, in time for the next release at MT Marathon in September.
