Add registration template/view #25

Activate registration view that allows WMT13 participants to request/create user accounts.

Open issues to decide on:

Check if the django.user has some generic views for that.

Likely not going to happen this week, hence removing it from the WMT13 milestone.

Added user invite token based sign up solution in wmt14 app. This closes the issue.
