ISO 639-2 Language Codes: Bibliographic or Terminology representations? #16

According to the ISO 639-2 standard, there are 21 languages (German included) that have both bibliographic and terminology representations. For MT Server Land, are we assuming that the languages supported by a worker will always be represented in bibliographic form? (Personally, I don't like the bibliographic representation of German - "ger".) Nevertheless, the API specification should decide whether either or both of the representations will be used.

I intend to switch to ISO 639-3 codes in an upcoming release of MT Server Land.

Commit 159f2db migrates language codes to ISO 639-3. This closes the issue.
