commit amended to reflect the fact that masterfiles package must be among hub packages, not agent ones.

PR updated to accept also version, in addition to LTS branch name, so Tom can also add non-LRS 3.16.0 packages to package_mapping file! PR: https://github.com/cfengine/system-testing/pull/346
