and fixed one item of system-testing should be only in non fast doc builds

Ok. Previous PRs taught cf-bottom to include SYSTEM_TESTING_REV from system-testing references. Root cause of not including that in the pr-pipeline requests was that cf-bottom didn't have access to the system-testing repo. I fixed that and things work now. Proof: https://ci.cfengine.com/job/pr-pipeline/8460/ (note in jenkins that SYSTEM_TESTING_REV has a good value from the PR).

This PR really just adds another test and cleans a couple things up.
