DCAPI: add the {file:"path"} choice validation option #441

@zzamboni @nickanderson @nishesj this is a way to get the choices for a validation from an external file. The Utilities::Roles sketch would like to use it but it is a generally nice use case.

I like the choice from file validation. From command could also be useful
