DCAPI.pm: fix semantic versioning for 3.10.0 #460

@nickanderson this will prevent a bug where 3.10.0 is considered too old for DC.

@nickanderson the second commit makes the NRPE sketch Enterprise-compatible, but you'll have to test that, so you can just cherry-pick the first one if you wish.
