Minor fixes for dc and dmc functions

Fixes inconsistencies between the R and Python implementations of the dc and dmc functions:

time constraint comparison in dc
time constraint comparison in dmc
remove unused ws variable from dc
remove unused ws variable from dmc
correct indexing into fl02 array in dc function to account for Python's zero-based indexing
