In story: You get the opportunity to go to a new galaxy.
Effect: Every Prestige gives you 1% bonus. All money increased by 1%, ship times decreased, etc.. I'll need a generic utility that will take a number and go up or down 1%
Problem: Can't go over 99. Practically though I think that's fine.
