Incremental lease costs being accounted for (for 2022 it’s 80% of rate card value that should be added to the leaseback costs table for the team that gets an incremental leaseback approved)

10/13 Update This was identified as a data Quality Issue which should get Q4 Prioritization if possible. @cflsdeboer

User Story: As a, CFL sponsorship stakeholder I want, the leaseback costs of assets to be properly reflected in the data So that, they can compare what they paid against what they sold requires this data
