brute-force updates exhaust API limits #1

Tracking each stop costs a lot of API calls, and those are limited to ten thousand per day.

It should be possible to monitor sentinel stops to learn of bus service runs, and update stop time estimates.

If we have a valid use case they may permit a higher usage limit if we demonstrate that it is not abuse.
