META: Updates for Data Science Kit #107

Planned updates for Data Science Kit, to be fleshed out later:

Refactor code from series of bash scripts to python script and notebook

update python libraries used, woefully out of date requirements.txt

Update README to include information on getting started, including

instructions on virtual environments (using venv)
instructions on using wget

Add newly released 2023 public HMDA data, update previous links if necessary
