This will be unofficial code that alters values in the TS and LAR datasets.

[ ] Populate race fields based on free text if race fields were not populated
[ ] Ensure upper case of LEIs
[ ] strip leading and trailing whitespace
[ ] ensure case and format of all NA values
[ ] ensure case and format of all Exempt values
