• [x] SQL scripts to load data for years 2017-2018. These files need to be placed in this folder and should follow the naming convention of other files present.
• [x] add instructions to readme on how to attach the CSV header to an MLAR file in Excel
• [x] draft 2017 and 2018 MLAR schemas as .CSV files in the schemas folder per this issue
• [x] create and store 2017 and 2018 CSV MLAR headers in an mlar subfolder of the schema folder
• [x] in the documentation folder post a file that contains information on how the 2018 MLAR has been altered to protect privacy. This should be a .MD file so that it renders in GH.
