The orange related reports links in the sidebar of https://www.consumerfinance.gov/data-research/research-reports/no-fear-act-annual-report-fiscal-year-2015/ are a modified m-list__links that is a pattern not reflected in capital framework.

This is a somewhat bigger issue. It falls under the discussion of what to do with tags, broadly speaking. The latest discussions about that can be found here: https://GHE/CFPB/hubcap/issues/90#issuecomment-186734

These are considered topic tags (see the final section of that comment).

In any case, this work should probably wait until the Design System rolls out.
