Redundant small and micro-copy utilities? #962

We have a a-micro-copy utility (source) and a small text utility (source). Should these be combined?

Microcopy sets the color and font size to 14px (in ems). Small text utility sets the font size only.

this is a design question. each of the use cases seem valid to me but I would confirm with a GD
