Update dependencies #347

Additions

Add babel.config.js.

Removals

Remove reviewer's section in PR template.

Changes

Replace uglifier with terser for minification.
Update to latest babel, CF, chai, gulp, through2, snyk, and webpack.
Fix general linter errors and warnings.

Testing

Follow https://github.com/cfpb/college-costs#installation and site should work as before.

Coverage remained the same at 100.0% when pulling 8c5ec0c2773aae2a2009ba8efca5fa2107be4add on update_deps into de0c679f0ce9b74b0000f761f5c1d6d2c83c4a6f on master.
