Currently, Curriculum Review data is solely in localStorage, which prevents users from working on a Curriculum Review from multiple devices.

This PR Sets up the models and views necessary to support the storage of Curriculum Review data on the server.

Additions

CurriculumReviewSession model
URL endpoints to get, create, and update review sessions
Unit tests for each endpoint
Added a custom JSONField that uses the default postgres JSONField when postgres is available and uses a regular Textfield for sqlite3 (Testing).
