Update documentation of min and max character counts for hero graphics

Issue

Document minimum and maximum character counts.

Character counts

Heading

• One-line heading: 41 characters maximum
• Two-line heading: 82 characters maximum

Subheading

• Subheading after one-line heading: between 165 and 186 characters
• Subheading after two-line heading: between 108 and 124 characters

Acceptance criteria

• [X] Identify max and min character counts for hero graphics with one and two line headings.
• [X] Test out character counts within Wagtail to make sure they work (tested here)
• [X] Update the Design Manual page to reflect this change
