Design System React should become a NPM package #377

Currently pulling from the github main branch instead of an NPM package.

Heyo @shindigira! I think there's some confusion here, when you say "the NPM package" in this issue title, we don't currently have a NPM package for the DSR as far as I know? I do at least have NPM access since I did that cf.gov work a few weeks ago, but I would be hesitant to try to squeeze a whole npm release process into this sprint or even next sprint (especially since we'll be the only consumer of this package given our USWDS future).

Maybe worth doing after we've open sourced these repos at least, and we can try automatically publishing new versions with github actions, instead of a manual process slog.

Not a problem. As discussed, putting it on the list and you can move this to backlog for another sprint.
