Switch to git-cliff from auto-changelog #2090

git-cliff has more activity and I was encountering some stale parts in auto-changelog, so I switched.

Testing

  1. npx git-cliff -o "packages/cfpb-design-system/CHANGELOG.md" --include-path "packages/cfpb-design-system/**/*" --bump should update the changelog if there are any new commits.
