Added new folders and files. Included are the most up-to-date designs for the CR and Extranet emails.

I went ahead and removed the Extranet design files since that content is not yet public.

Looks good Daniel. Let's merge this and keep thinking about link to consumerfinane.gov in the signature. Would be great to move that to the footer if possible.
