Update generator-cf architecture to latest #140

Gulp workflow was broken when parsing ES6 syntax. This fixes it.

Removals

Removes references to non-existent files.
Removes build and default gulp tasks and merges them into gulpfile.js.

Changes

Converts gulp task format to handle gulp 4.
Brings in latest ESLint 4 rules and fixes.
Changes to using uglifyjs-webpack-plugin instead of gulp-uglify.
Bumps versions of grunt-contrib-uglify, grunt-eslint, browser-sync, gulp, gulp-autoprefixer, gulp-changed, gulp-clean-css, gulp-eslint, gulp-header, gulp-imagemin, gulp-less, gulp-sourcemaps, parallelshell, webpack, and webpack-stream.

Testing

Pull down this branch.
Run NPM Install
Follow the testing instructions in https://github.com/cfpb/generator-cf#contributing (Choose gulp workflow.)

Works for me! I noticed there are two deprecation warnings still, is it worth fixing here?

I'll do that in its own PR so we can have this working again.
