Fix generator build + Update project dependencies #151

With the update of CF to use lerna the download link in the generator 404d. This PR fixes that and brings many dependencies and documentation up-to-date. Dependencies that require larger changes: autoprefixer, yeoman, and webpack, are unchanged for now.

Testing

Follow https://github.com/cfpb/generator-cf#contributing steps.
Run gulp --tasks and check tasks in generated project like gulp lint (there's one warning).
