author field in bower.json does not conform to bower spec #71

Brought up by @Scotchester in https://github.com/cfpb/cfgov-refresh/pull/541#discussion_r30330878. The author field listed in the generator's bower.json does not conform to the bower.json spec. It needs to be an array named authors.

Also, homepage is used in place of url in the spec example.

Bower is gone from the repo
