Update template's grunt-eslint dependency version #93

To support changes in eslint 1.0.0 that have been incorporated into our .eslintrc file that is pulled in from cfpb/front-end.

Technically 17.0.0 is the update for ESLint 1.0.0 (17.1.0 is for 1.1.0), but if this runs without errors this should be fine and I'll update ESLint in standards.

Yeah, after upgrading to this version on my newly-generated project, it ran correctly.
