Upgrade to Python 3 #31

There are tons of useful features in Python 3. I believe usaddress was the blocker before, but it looks like it does support Python 3.x now. All other libs seem to be in the clear. I say we go for it.

Python 3.5 was released just a couple months ago. I say we start there.
