Adds test harness project. Adds utilities for extracting an index with address point data from Elasticsearch into a file with Census Tract information (point in polygon lookup). Also utility to assess quality of Census Geocoder.

Looks good. Just a few comments, but not enough to hold up the merge. We can discuss tomorrow at standup.
