First pass at capturing runtime metrics. Exposes websocket endpoint, can be seen at http://localhost:31010/metrics

Review complete. Overall looks good, though I can't say I have a complete grasp on all of the Akka Actor stuff yet, which may be reflected in some of questions I posted.

The only fix I see is HTML title. I don't think its considered valid without it.
