Revert address name searches back to using matchPhaseQuery #213

As mentioned on https://github.com/cfpb/grasshopper/pull/211#issue-143093233, street name searches with matchPhraseQuery stopped working with the Elasticsearch 2.2 upgrade, and I switched them to using matchQuery. We should figure out why this stopped working, and see if we can (or want to?) switch it back.
