[Filing] Fix submission route navigation #2170

Closes #2169

PR includes the following changes:

Address the bug where navigating to the /submission route would redirect users to /upload
Deleted a bit of code related to scroll calculations for having the Progress navigation to be fixed
- This fixed a visual bug that caused the elements below the Navigation to be hidden until the user scrolled on the page
Fixed some propType warnings from the browser console
