Upgrade various packages due to Synk warnings to resolve CVEs or other security risks.

• [x] Upgrade @tanstack/react-table from 8.15.0 to 8.15.3
• [x] Upgrade elliptic from 6.5.4 to 6.5.5
• [x] Upgrade sass from 1.72.0 to 1.74.1
• [x] Upgrade React from 18.2.0 to 18.3.0
• [x] Upgrade react-dom from 18.2.0 to 18.3.0

Running yarn npm audit the ejs package has a security risk and doesn't have a resolution at this current time.
