[Cypress + Maps] Add further County test coverage #2253

In Cypress for Maps we stop test coverage at the county level. Ticket has been created to add entries for 2019, 2021, 2022 and 2023.

Test coverage was added at the state level for the following years: 2018, 2020, and 2022
