Define file formats and edits based on Notice of Public Rulemaking (NPRM) rules #378

As CFPB, We want the recent NPRM rules translated into File and edit specs So that we can understand these specs and eventually translate them into JSON

Tasks for story:

[x] Review Appendix A of the NPRM rules
[x] Create new file formats
[x] Create edit specs (similar to the existing FFIEC docs)
[x] Verify against independent review of NPRM and adjust as necessary
