As CFPB, We want to understand how the app performs with concurrent users

Tasks:

[x] Identify bottlenecks (memory, processing) with 1, 5 and 25 concurrent users
[x] Benchmark on various front-end and database configurations
[x] Document findings in Implementation Recommendations document
