Beta - Keycloak response to username/password not found #2155

Edited to add: this is in backend bc the Keycloak themes are part of the HMDA Platform repo for v2 rather than the auth repo.

Background: We expect that a significant number of 2017 users will not have accounts created for the 2018 beta & filing period because they belong to an institution that does not have a known LEI.

Issue: During the beta period, those users will attempt to log in with their 2017 information and get the invalid username or password message. Presumably, they will select "forgot password" and will never receive a password reset email because we do not recognize the account as it was not carried over & then contact HMDA Help.

To do: Add a new message to this "invalid username/password" theme:

"If you are unable to log into your account and did not receive a password reset upon selecting "Forgot Password," please try registering for a new account. If your institution is not recognized, please fill out [this form] to provide us with the necessary information about your institution. In order to access the HMDA Platform, your institution needs a Legal Entity Identifier (LEI)."

In light of conversation in standup today, I'm closing this issue assuming now that 2017 users will we able to log in regardless of whether we know the LEI. Opening a separate issue in platform-ui for that messaging.
