Update Census 2023 File #4709

Update the reference file for census 2023 using the latest from the census flat file resource page:

Our team has found an issue 2023 census flat file (CensusFlatFile2023.csv) Median House Age column( index 1058) that don’t conform to the definition of what’s supposed to be in this field. We believe this is similar to the issue we encountered in 2022.

Examples:

On line 2446 of index 1058 we see the value ” 2002” rather than an expected 2 digit value.

There are 213 rows in the 2023 flat file that have a median age value of “2002” found in the 2023 census flat file provided here: https://www.ffiec.gov/censusapp.htm

Creating a ticket with the FRB to address this issue.
